CHAPTER 1 <br /> INTRODUCTION AND PROJECT SUMMARY <br /> INTRODUCTION <br /> An Initial Study for the Falcon Energy Agricultural Biomass <br /> Processing and Waste Oil Recovery Facility project was prepared by the <br /> San Joaquin County Department of Planning and Building Inspection. This <br /> Initial Study is included in Appendix A of this Environmental Impac <br /> Report (EIR) . The County determined that an EIR should be prepared du <br /> to the project's potential impacts related to land use, General Plan <br /> policies, agricultural lands, air quality, geology and seismicity ' <br /> hydrology and water quality, public services, traffic and circulation <br /> systems safety and hazardous materials and cultural resources. <br /> Those issues considered not to involve significant environmenta <br /> impacts were visual quality and energy. <br /> Chapter 2 of the EIR includes a full project description, accompa <br /> nied by the proposed site plan. Chapter 3 addresses existing environmen <br /> tal conditions, potential impacts from the project, and recommended miti <br /> gation measures. Chapter 4 assesses cumulative impacts from currentll <br /> proposed projects in the vicinity of the proposed Falcon Energy Agricul- <br /> tural Biomass Processing and Waste Oil Recovery Facility and Chapter 5 <br /> identifies the growth-inducing impacts from the project. Chapter 6 looks <br /> at four alternatives to the proposed project. These include: 1) No <br /> Project; 2) Alternative Site Location; 3) Alternative Sizes and Location; <br /> and 4) Alternative Fuel Sources. Because the proposed project does not <br /> involve a County General Plan Amendment, adoption of a resolution b <br /> Local Agency Formation Commission, or the preparation of an Environment h <br /> Impact Statement, a discussion of the significant unavoidable adverlle <br /> 1-1 <br /> 104-8.R3 4/7/89 <br />
