impacts from the project and its effect on local short-term uses versus <br /> long-term productivity is not required (CEQA section 15127) . <br /> PROJECT SUMMARY <br /> The proposed Falcon Energy Agricultural Biomass Processing and <br /> Waste Oil Recovery Facility would be located on a 56.9 acre parcel <br /> currently under agricultural production. The project area is approxi- <br /> mately three miles southeast of the Stockton city limits, at the junction <br /> of Austin and Mariposa Roads, just south of the Atchison, Topeka and <br /> Santa Fe railroad. Approximately 20 acres would be utilized for the <br /> facility with 37 acres of the project area leased for continued agricul- <br /> tural production after the facility is constructed. <br /> The proposed facility would include two separate systems: a <br /> briquetting system which would reduce, dry, and agglomerate agricultural <br /> biomass materials, and a waste oil recovery system which would recover <br /> used lubricants through a process of filtration, settling and evapora- <br /> tion. Both recycled lubricant and No. 2 fuel oil would be used as a fuel <br /> source for drying, steam production and fuel additive operations. <br /> Initial development is expected to include site grading, installa- <br /> tion of wells for domestic and process water supply and septic systems, <br /> road construction and electrical connection from the facility's 2,000 kVA <br /> on-site electrical substation to an existing 12 kV overhead electrical <br /> line located on Austin Road. Complete development of the proposed <br /> project would include main operation and processing buildings, storage <br /> buildings and silos, a laboratory, conveyor systems, biomass storage <br /> area, oil storage tanks, and parking areas. <br /> A more detail project description is contained in Chapter 2 of this <br /> EIR. <br /> 1-2 <br /> 104-8.R3 4/1/89 <br />
