CHAPTER 2 <br /> PROJECT DESCRIPTION <br /> INTRODUCTION <br /> Falcon Energy Associates is proposing to develop an agricultural <br /> biomass processing and waste oil recovery facility (also referred to as <br /> "the facility" or "biomass/waste oil recovery facility") . Biomass mate- <br /> rials would be collected from the San Joaquin County area and stored on <br /> site before being reduced, dried and agglomerated as part of a <br /> briquetting/pelletizing system. These biomass briquettes would then be <br /> sold as a fuel source for biomass-fired fuel plants, while the pellets <br /> would be sold as a fuel source or as animal feed. As part of the <br /> process, waste oil would be brought to the facility, filtered, settled <br /> and evaporated. This oil would provide a fuel source for biomass drying <br /> and surplus oil would be available for sale. <br /> Extensive environmental analyses were completed for the applicant <br /> by Reese-Chambers Systems Consultants, Inc. in early 1988. Engineering <br /> Science was retained by San Joaquin County in June of 1988 to review the <br /> existing information, to supplement or alter existing information as <br /> appropriate and to prepare an EIR that met all California Environmental <br /> Quality Act (CEQA) requirements. An Operations Plan for the facility has <br /> been prepared by Falcon Energy Associates (1988) for submittal to the <br /> State Department of Health Services, and is hereby incorporated by <br /> reference. <br /> The Initial Study and responses to the Notice of Preparation are <br /> contained in Appendix A. Based on the project's characteristics, this <br /> EIR will not address public schools or parks in the Public Services and <br /> Utilities section of Chapter 3. <br /> 2-1 <br /> 101-46.R4 4/7/89 <br />
