• On-site structures and roads would serve all developed portions <br /> of the site and include such common facilities as the guard- <br /> house and scales, repair shop and offices, electrical building, <br /> and pump and well house. <br /> A truck queueing area would be provided for parking prior to <br /> payload testing. <br /> • Utilities to be developed would include a 2,000-kVA electrical <br /> substation. Connection would be made to an existing 12-kV line <br /> on Austin Road adjacent to the project site. Water required <br /> for fire protection and process and domestic use would be <br /> obtained by construction of a new water well on site. <br /> • Drainage and sewage disposal would be handled by separate <br /> systems developed on site. A septic tank and leach field would <br /> be installed to handle the small amount of domestic sewage. A <br /> retention pond would be excavated to collect all runoff from <br /> the fenced portion of the site. The basic processes of waste <br /> oil recovery would produce no wastewater. <br /> • Site security would be provided by construction of a seven-foot <br /> tall chain link fence with two strands of barbed wire around <br /> the facility site. Facility entry and exit would be controlled <br /> by a guarded gate. <br /> • Fire protection would be provided by an on-site system which <br /> includes fire and smoke detection devices, portable fire extin- <br /> guishers in various locations, a diesel -driven fire water pump, <br /> fire mains with on-site hydrants, automatic sprinkler systems, <br /> and halon fire suppression systems. <br /> Construction and Operations <br /> • Operations staff includes three on-site work shifts employing <br /> 28 workers total . Off-site personnel are needed to collect and <br /> deliver biomass and lubricants, as well as to conduct chipping <br /> operations in the field.
