Statement of Facts -2-
Falcon Energy Associates
it will be transported to the Kiesel Corporation, located
at 4801 Fyler Avenue in St Louis, Missouri. Kiesel
Corporation is permitted by the United States
Environmental Protection Agency to recycle or burn
azardous wastes in their cement kiln burner.
The decanted lubricants from the settling tanks will flow
through a feedstock heater and evaporation/condensation
unit before ending up in one of the two 20 , 000 gallon
recycled oil storage tanks. Recycled oil will then be ,
analyzed to meet the recycled oil criteria as defined in '
Section 25250 of the California Health and Safety Code '
(H&SC) before being used as a fuel oil to dehumidify the
incoming agricultural wastes. The extra portion of the
recycled oil will be sold as a fuel product.
II. Types an ouanti_ties of wastes
The facility will only be permitted to recycle used oil.
Used oil is defined in Section 25250 of H&SC as:
1. Any oil that has been refined from crude oil ,
and has been used, and, as a result of use, has been
contaminated with physical or chemical impurities.
2. Any oil that has been refined from crude oil and, as
a consequence of extended storage, spillage, or
contamination with nonhazardous impurities such as
dirt and water, is no longer useful to the original
purchaser.
3 . Spent lubricating fluids which have been removed
from an engine crankcase, transmission, gearbox, or
differential of an automobile, bus, truck, vessel ,
plane, heavy equipment, or machinery powered by an
internal combustion engine.
4. Spent industrial oils, including compressor,
turbine, and bearing oil, hydraulic oil ,
metal-working oil, refrigeration oil , and railroad
draining.
5. Contaminated fuel oil with a flashpoint greater than
100 degrees Fahrenheit.
Estimated annual quantities of used oil accepted and
recycled by the facility will be approximately 50, 000
gallons a month.
The facility is, however, prohibited from handling or
storing or recycling the following types- of wastes:
