Forbidden and Class A explosives as defined in <br /> Section 173 . 51 and 173 . 53 , Title 49 , Code of Federal ' <br /> Regulations. <br /> 2. Hazardous wastes containing polychlorinated <br /> biphenyls (PCB) <br /> 3 . Used oil that has a flashpoint below 100 degrees <br /> Fahrenheit. <br /> 4 . Used oil that contains more than 1000 ppm of <br /> chlorides. <br /> 5. Used oil that has been intentionally mixed with <br /> other hazardous wastes, other than minimal amounts <br /> of vehicle fuel . <br /> II. EXPlanation of Draft permit Conditions <br /> The application, Operation Plan, and supplemental ) <br /> documents have been reviewed and found to be complete. <br /> All conditions and terms of the permit are required under , <br /> Chapter 6.5, Division 20 of H&SC and Chapter 30 , Title <br /> 22 of the California Code of Regulations. <br /> The General Conditions , Section II, are standard <br /> conditions including terminologies, effect of permit, and <br /> general responsibilities of the operator. <br /> Special Condition, Section III, Item A, provides <br /> requirements for disposal of wastes. Item B provides <br /> requirements for wastes prohibited at the facility. Item <br /> C provides requirements for storage of wastes in tanks. <br /> Items D provides requirements for the recycling of <br /> wastes. Item E provides requirements for management of <br /> ignitable, reactive, or incompatible wastes. Item F <br /> provides requirements for operation at night, Item G <br /> provides requirements for manifest systems. Item H <br /> Provides requirements for the analysis of wastes. Item I <br /> Provides requirements for security. Item J provides <br /> requirements for inspection of the site. Item K provides <br /> requirements for personnel training. Item L provides <br /> requirements for the Contingency Plan. Items M through 0 <br /> Provide requirements for equipment, record keeping and <br /> reporting. Items O through P provide requirements for <br /> closure and financial responsibilities. <br /> The Compliance Schedule, Section IV, requires reports of <br /> compliance with final requirements contained in any <br /> compliance schedule established by the Department which <br /> includes method of sampling analyses, obtaining a permit <br /> from the San Joaquin Air Pollution Control District, <br /> disposal of the wastewater, amendment to the Operation <br /> Plan, and compliance with financial responsibility <br /> requirements. <br />
