If appropriate, the applicant may be required to <br /> contribute to the cost of off-site fire protection services and training <br /> to meet the needs of the proposed project. <br /> Impact 7 - Site Security <br /> Security proposed for the site would consist of a seven-foot tall <br /> chain link fence with two strands of barbed wire at the top surrounding <br /> the facility. Three access gates onto the site would include the main <br /> gate, emergency gate, and a locked gate to access the agriculturally <br /> utilized portion of the property, when appropriate. The main gate would <br /> be staffed by a guard during normal delivery hours. The emergency gate <br /> would be locked except for emergencies. <br /> Mitigation Measure. None would be necessary. <br /> Impact 8 - Non-hazardous Waste Disposal <br /> Most non-hazardous solid waste generated at the proposed facility <br /> would consist of employee trash and debris, metals or other materials <br /> which may be separated from the agricultural waste to prevent damage to <br /> the Reclaim Hopper. It would be the decision of facility management to <br /> select a local disposal company to haul the solid waste or choose to haul <br /> the solid waste independently as part of the facility's housekeeping <br /> procedures. The volume of solid waste from the proposed facility is <br /> expected to be accommodated by the county disposal facilities (Perez <br /> 1988) . <br /> Mitigation Measure. None would be necessary. <br /> Impact 9 - Gas and Electricity Demands <br /> Gas and electricity for the proposed facility would be provided by <br /> Pacific Gas and Electric Company (PG&E) in Stockton. Electricity would <br /> be the only utility requiring permanent connection to off-site sources. <br /> The facility would require a 2,000 kva electrical substation to be <br /> developed on-site.
