The proposed project is a Specified Hazardous Waste <br /> Facility. <br /> 2. The proposed site of the project is on land reserved <br /> for Agricultural purposes ( Williamson Act ) and has <br /> been used for agriculture through 1988. <br /> 3. The proposed facility fails to meet two (2) of the <br /> three (3) criteria that influence the decision to <br /> issue a conditional permit. ( San Joaquin County <br /> Ordinance, Section 9-4103 ) . <br /> 4. The facility will emit cancer causing pollutants and <br /> there will be an excess cancer incidence ( burden ) . <br /> The Reese - Chambers health risk assessment was <br /> incomplete and incorrect data was used to arrive at <br /> the conclusion reached. ( Letter, Dames and Moore to <br /> I <br /> Mr. Bruce Barraco, dated June 22, 1989 ) . <br /> 5. In excess of five Thousand persons live and or work <br /> within a one mile radius of the proposed facility. <br /> The Northern California womens Facility and The <br /> Northern California Youth Authority are included in <br /> the population estimate.Can excess cancer incidence <br /> be added to their sentences? <br /> I <br /> i <br /> I <br />
