TRAFFIC & CIRCULATION <br /> Much of this section of the EIR was excerpted from a traffic report <br /> prepared for the project applicant by Mr. Joseph R. Holland, Consulting <br /> Traffic Engineer. This report was reviewed by the EIR traffic consultant <br /> and the excerpted material was found acceptable. <br /> Environmental Setting <br /> The project site is bordered to the west by Austin Road, to the <br /> north by Mariposa Road, to the northeast by the Santa Fe Railroad, and to <br /> the south by an agricultural parcel . Regional access to the site area is <br /> provided by the State Route (SR) 99 Freeway while local access is <br /> provided by Austin Road, Mariposa Road and Arch Road (see Figure 2.2) . <br /> Roadways <br /> Austin Road. Austin Road runs north-south. It is a well paved, <br /> two-lane, rural roadway with gravel shoulders. There are no posted <br /> speeds, but observed speeds ranged from 50 to 65 miles per hour (mph) . <br /> It runs southward from Mariposa Road several miles, intersecting State <br /> Route 120 and State Route 99 (as well as numerous county roadways) before <br /> terminating near the Stanislaus River. At its intersection with Mariposa <br /> Road, it is controlled by a STOP sign (Mariposa Road traffic is not <br /> controlled) . Austin Road also traverses a short but moderate incline at <br /> its approach to Mariposa Road. At Arch Road, Austin Road is not STOP <br /> sign controlled nor are left or right turn deceleration lanes provided. <br /> Mariposa Road. Mariposa is a two-lane, arterial roadway which runs <br /> generally east-west. Approximately three miles to the west, it has an <br /> interchange with State Route 99. Approximately 12 miles to the east, it <br /> terminates at Escalon-Bellota Road, which connects with State Route 120 <br /> to the south and State Routes 4 and 26 to the north. Approximately two <br /> miles to the east, it intersects Jack Tone Road which is a prominent II <br /> north-south roadway, connecting State Route 99 near Ripon with State <br /> Routes 12 and 88 near Lockeford. The Santa Fe Railroad has a single ,. <br /> track at grade crossing at Mariposa Road (protected by gates and flashing <br /> 3-22 <br /> 101-32.R3 4/10/89 <br />
