Mitigation Measure. No specific mitigation measures would be
needed for trip generation. Refer to other mitigation measures below.
Impact 2 - Project Traffic Generation During Construction
The majority of the construction workers are projected to be drawn
from the San Joaquin County area. During the period of construction (10
months), an average of 30 workers per day are expected at the site. This
would result in approximately 60 auto trips per day due to the
construction employees. Additionally, there would be truck traffic )
associated with equipment and materials delivery.
The level of auto and truck traffic during construction should be
lower, in terms of total daily traffic volume, than that expected from
the daily on-going facility operation. There would also be a larger
proportion of trucks in the facility's on-going traffic volume than in
the construction traffic volume.
Mitigation Measure. No specific mitigation measure would be needed
for trip generation. Refer to other mitigation measures below.
Impact 3 - Project Trip Distribution
Project traffic (at full operation) has been distributed to the
local roadway system as shown in Table 3.5. Employee trip distribution
was based upon local area population distribution while biomass delivery
truck trip patterns and briquette delivery truck trip patterns were based
upon information from the project applicant regarding available biomass
source areas and briquette delivery patterns. PM peak hour project
traffic is shown distributed to the local roadway system in Figure 3.3.
Mitigation Measure. Refer to mitigation measures listed below for
other identified impacts.
Impact 4 - Project Traffic Impacts
Project traffic would increase existing PM peak hour volumes by the
amounts shown in Table 3.6. While percent increases would be significant
3-30
101-32.R3 4/10/89
