Turn radii at the Mariposa/Austin, Austin/Arch and Austin/project <br /> access intersections should be designed to accommodate the turn <br /> requirements of all trucks accessing the site. <br /> The applicant should institute a program of driver qualification, <br /> training, and orientation. <br /> Hours of truck operation should be restricted to the daylight <br /> hours, and truck travel should be avoided at times when visibility is <br /> limited by heavy fog conditions. <br /> A program of vehicle inspection should be instituted and <br /> maintenance should be provided for the vehicles involved in the <br /> facility's operation. <br /> Impact 5 - Project Truck Impacts on Roadway Structural Condition <br /> The amount of truck traffic carried by a roadway is important, <br /> because more than any other factor, heavy truck traffic contributes to <br /> the deterioration of a roadway's surface. The higher the truck traffic <br /> levels, the stronger must be a roadway's structural cross-section to <br /> accommodate the day-in and day-out loadings which trucks produce. The <br /> following analysis summarizes the structural requirements of the existing <br /> traffic levels and the projected traffic levels, using the calculated 10- <br /> year Traffic Index (TI) for the roadways. <br /> The peak-hour traffic counts taken at the key intersections as part <br /> of this analysis included classification of vehicles into auto and truck <br /> categories. These peak-hour traffic volumes have been expanded to daily <br /> volumes using peak-hour percentages of daily traffic volume derived from <br /> previous hour-by-hour counts taken by the County. <br /> The proposed development would add approximately 230 daily truck <br /> trips to the local roadway network, based on the trip generation <br /> estimates presented earlier. The distribution of those truck trips to <br /> the various roadway segments serving the project is based on the <br /> directional distribution assumptions presented earlier. Table 3.7 shows <br /> the Existing and With-Project daily traffic volume projections on the <br /> roadway segments in the vicinity of the site.
