indicates that other proposed development within the area bordered by <br /> Charter Way, Austin Road, French Camp Road and the San Joaquin River <br /> would generate about 116,000 new PM peak hour trips. The EIR is not <br /> specific about how many of these additional trips would travel on the <br /> roadway system near the Falcon Energy project. <br /> The two specified cumulative developments would increase two-way PM <br /> peak hour volumes along Austin Road adjacent to the Falcon Energy project <br /> by about 90 vehicles per hour, along Mariposa Road by about 255 vehicles <br /> per hour east of Austin Road, and along Arch Road about 410 vehicles per <br /> hour just west of Austin Road. All roads near the project have available <br /> capacity to accommodate these increased volumes. Cumulative traffic <br /> would not change Level of Service designations at the Austin/Arch <br /> intersection, all turn movement operation remaining LOS A. Cumulative <br /> traffic would, however, change some turn movement service levels at the <br /> Mariposa/Austin intersection. Left turns from Austin to Mariposa would <br /> change from LOS B to LOS C while right turns from Austin to Mariposa <br /> would change from LOS A to LOS B. Neither intersection would meet peak <br /> hour signal warrant criteria with cumulative volumes. <br /> Mitigation Measure.
