Impact 3 - Availability of Groundwater
The construction of buildings, roadways and parking areas would
reduce the total ground surface area available for rainfall and runoff
infiltration for replenishment of the groundwater reservoir. However,
the total amount of paved and constructed impervious surface area repre-
sents such a small fraction of the total surface area available for '
groundwater infiltration that, by itself, the project would not represent .
a significant adverse impact on the replenishment of groundwater in the
area. Furthermore, the proposed unlined retention pond on-site should
contribute to the replenishment of groundwater in the area.
The proposed project would require the extraction of groundwater
for use by employees, for irrigation of proposed landscaping, and for
fire flow purposes. The amount of groundwater needed for the project
would not contribute significantly to the overdraft situation in the
project area. In addition, the water use for the project would be
significantly less than current water requirements for irrigation.
Mitigation Measures. None would be needed because impacts to the
availability of groundwater are not significant. Water quality impacts
to groundwater are addressed in Impact 4 - Water Quality.
Impact 4 - Water Quality
The presence of some clay in the soil may limit the capacity for
septic system uses which could cause a deterioration of shallow groundwa-
ter quality in the project vicinity if the septic system is not properly
designed. If the system is designed to meet any limitations presented by
the area soils, water quality impacts would not be significant.
The potential exists for groundwater contamination and water
quality deterioration from spillage of oil and other materials and the
leaching of materials from the biomass piles. The concrete containment
proposed by the applicant for the waste oil recovery area should substan-
tially reduce the potential for contamination of groundwater. The
biomass piles would not be in a paved or covered area. Therefore, the
potential exists for contamination due to leaching.
3-43
101-45.R4 4/10/89
