Mitigation Measures. The septic tank and leach field should be <br /> designed to meet state (Regional Water Quality Control Board) and San <br /> Joaquin Local Health District requirements. This would reduce the <br /> impacts related to the septic system to a level of insignificance. <br /> The concrete containment proposed for the waste oil recovery area <br /> should also be lined with a synthetic cover because small cracks in the <br /> concrete could become a problem in the event of a spill . <br /> The biomass piles should be placed on a concrete pad or some type <br /> of liner to prevent potential leachate contamination. The nature of the <br /> containment should be approved by the San Joaquin County Department of <br /> Public Works, the San Joaquin Local Health District, and the Regional <br /> Water Quality Control Board. <br /> 3-44 <br /> 101-45.R4 4/10/89 <br />
