than one additional cancer case would result from the exposure of the <br /> population in the greater Stockton area to air emissions from the <br /> proposed facility. <br /> The estimated maximum individual cancer risk of 3.1 x 10-6 exceeds <br /> the SJCAPCD limit of 1.0 x 10-6 (i.e., a one in one million risk of <br /> cancer) . Consequently, if the facility is to be granted an Authority to <br /> Construct and Permit to Operate, it must demonstrate that the cancer risk <br /> can be reduced to 1.0 x 10-6. This can be accomplished by reducing toxic <br /> emissions by approximately 68 percent. Alternatively, because the esti- <br /> mated risk is less than 5.0 x 10-6 (i .e. , a five in one million risk) , <br /> operation would be allowed provided that the facility is equipped with <br /> the best available air emission control technology, as defined and <br /> approved by the SJCAPCD. <br /> Mitigation Measures. The following mitigation measures are <br /> proposed by the applicant and were assumed in the Reese-Chambers health <br /> risk assessment: (1) hydrocarbon emissions from the waste oil evaporator <br /> would be controlled through the use of a condenser/activated charcoal <br /> filter system; (2) hydrocarbon emissions from waste oil handling <br /> processes would be minimized through the use of vacuum trucks and a <br /> vacuum delivery system; (3) emissions from reclaimed oil storage would be <br /> minimized using fixed-roof storage tanks; (4) fuel use would be <br /> controlled to ensure that combustion emissions from the dryers would <br /> remain below federal , State, and SJCAPCD acceptable levels; (5) particu- <br /> late emissions from the dryer and from the briquette and pelletizer cool <br /> ing operations would be controlled with a cyclone; (6) fugitive dus <br /> emissions from the biomass storage pile would be minimized through the <br /> use of wind breaks and the application of water; (7) all biomass <br /> handling/processing equipment (except the reclaim hopper) would be fully <br /> enclosed during operation to minimize fugitive dust emissions; and (8 <br /> dust emissions from the classifying bins would be controlled through th <br /> use of a cloth filtration system. Finally, to ensure that waste oil <br /> containing concentration levels above specific limits is not burned, a <br /> waste oil sampling program would be developed and implemented. <br /> 3-65 <br /> 101-30.R5 4/13/89 <br />
