ATTACHMENT A <br /> Hazardous Waste Resource Recovery Facility Permit <br /> Falcon Energy Associates <br /> 6540 South Austin Road <br /> Stockton, CA 95205 <br /> EPA ID No. : CAD 9825526857 <br /> I. DESCRIPTION OF FACILITY <br /> A. Ownership, Operations, and Location <br /> Falcon Energy Associates (the facility) is an agricultural <br /> biomass processor with the capability of recycling used oil. <br /> The facility' s hazardous waste operation will be located at 6540 <br /> South Austin Road in San Joaquin County, California. <br /> Hazardous waste operations start when the facility accepts used <br /> oil from local generators. Each incoming used oil load will be <br /> analyzed for water content, specific gravity, total halogens, <br /> polychlorinated biphenyl (PCB) content, and flashpoint. As al <br /> result of the sampling analysis, the facility will determine <br /> whether or not the incoming materials can be processed at the' <br /> plant. <br /> When the incoming used oil load is accepted, the waste will be <br /> discharged into one of the three--storage tanks via a canister <br /> filter unit (which includes, \eicht mesh filter media) . - In the <br /> storage tanks, the used.`oil.' w_ill-. be , heatesi.;` to ,improve flow <br /> characteristics and decrease the ':oil •'densitrM1,- or oil/water <br /> separation. The heated oil will: theribe ,discharrged to the firs <br /> of three, 8,000 gallon settling ta:iks �ia a r'eheater and <br /> canister filter unit (which includes 11 mesh fester media) . Th <br /> lighter density lubricants will rise to the top of the settlin <br /> tank and will be decanted to one of the other two settling <br /> tanks. The total residence time for the series of three <br /> settling tank decanting processes will be about 40 hours. <br /> Wastewater and other sediments will also be extracted from the <br /> cone-shaped bottom of every one of the settling tanks to th <br /> wastewater coalesced separator which will remove mor <br /> lubricants. The separated lubricants will be pumped back to on <br /> of the storaa_e tanks and the wastewater tested for hazardou <br /> constituents. -f the wastewater is determined to b <br /> nonhazardous, it will flow to a biomass rotary dryer system for <br /> evaDcration. On the other hand, if the wastewater as well as <br /> heavy sediments and sludges are determined to be hazardous, it <br /> will be transported to the Riesel Corporation which is a <br /> facility permitted by the U. S. Environmental Protection Agency <br /> (EPA) in St. Louis, Missouri, to be burned at their cement kiln <br /> burner. <br />
