The decanted lubricants from the settling tanks will flow <br /> through a feedstock heater, evaporation/condensation unit before <br /> ending up in the recycled oil storage tanks. Recycled oil will <br /> be analyzed to meet the recycled oil criteria as defined in <br /> Section 25250 of the California Health and Safety (HSS) Code <br /> before being used as fuel oil to dehumidify the incoming <br /> agricultural wastes. <br /> Those criteria are: <br /> 1. Flashpoint: 100°F or greater. <br /> 2. Lead: 50 ppm or less. <br /> 3. Arsenic: 5 ppm or less. <br /> 4. Chromium: 10 ppm or less. <br /> 5. Cadmium: 2 ppm or less. <br /> 6. Chlorides: 3,000 ppm or less. <br /> 7. Polychlorinated biphenyls (PCBs) : 5 ppm or less. <br /> The extra portion of the recycled oil will be sold as a fuel <br /> product. It should be noted that estimated annual quantities of <br /> used oil accepted and recycled by the facility will be 50,00 <br /> gallons a month. <br /> B. Compliance with California Environmental Quality Act CEQA <br /> The Department of Health Services (Department) , Toxic Substance <br /> Control is issuing this Series A Hazardous Waste Resource <br /> Recovery Facility Permit- for the beginning of a hazardous waste <br /> recycling operation in : San..,Joaquin County. An Environmental <br /> Impact Report (EIR) has been'pr.epared by San Joaquin County i <br /> accordance with Article -8 of, CEQA,;'L <br /> The purpose of an Ehfi is_ to inform the, public;of the significan <br /> environmental effects of the tiproject ident.i_`y possible ways t <br /> minimize sicnificant effects, :and identify reasonabl <br /> alternatives to the project. <br /> II. GENERAL CONDITIONS <br /> A. References and Terminology <br /> All parts in this permit are identified by Roman numerals. The <br /> items set forth in each part shall apply to the owner, operator, <br /> and/or facility in addition to the items set forth in any <br /> preceding anc/or following part of this permit. Unless <br /> explicitly stated otherwise, all cross-reference to items in <br /> this permit shall refer only to items occurring within the same <br /> part. <br /> B. Effect of Permit <br /> The owner or operator is permitted to recycle used oil n <br /> accordance with the conditions of this permit.
