Inspection and Entry <br /> The owner or operator shall allow authorized representa- <br /> tives of the Department, the State Water Resource Control <br /> Board, a Regional Water Quality Control Board, or the local <br /> health agency, upon the presentation of credentials and <br /> other documents as may be required by law to: <br /> a. Enter at reasonable times upon the owner's or , <br /> operator's premises where a regulated facility orl <br /> activity is located or conducted, or where records <br /> must be kept under the conditions of this permit; <br /> b. Have access to and copy, at reasonable times, any , <br /> records that must be kept under the conditions of this <br /> permit; <br /> c. Inspect at reasonable times any facilities, equipment <br /> (including monitoring and control equipment) , <br /> practices, or operations regulated or required under <br /> this permit; and <br /> d. Sample or monitor, at reasonable times, for the; <br /> purposes of assuring permit compliance or, as, <br /> otherwise authorized by law, any substances or <br /> parameters at any location. <br /> I <br /> 10. Planned Changes <br /> I <br /> The owner or operator sh4 obtain approval from the <br /> si <br /> Department as soon as posslb- le:_Vand at least 30 days in <br /> advance of any planned physical• ----alterat_sons . or, additions <br /> affecting operation of =theme hazardous _ wast'e_area,.of the <br /> permitted facility. •}_�� <br /> 11. Anticipated Noncompliance �� }„Y, <br /> The owner or operator shall give advance notice to the <br /> Department of any planned chances in the permitted facility <br /> or activity which may result in noncompliance with permit <br /> requirements. The owner or operator shall report to the <br /> California office of Emergency Services (800) 852-7550 any <br /> circumstances that may endanger public health or the <br /> environment immediately upon becoming aware of the <br /> incident. <br /> 12. 24-Hour Reporting <br /> The owner or operator shall report to the Department any <br /> noncompliance which may endanc er health or the environment. <br /> Any information shall be provided verbally within 24 hours <br /> from the time the owner or operator becomes aware of the <br /> -6- <br />
