l
IV. COMPLIANCE SCHEDULE
A. The facility shall analyze the wastewater to check for hazardous
waste including pesticide before on-site evaporation.
B. The facility shall obtain a permit from the San Joaquin County
Air Pollution Control District for the atmospheric ventilation
procedures.
C. If the atmospheric ventilation process for recycling tanks is ,
not approved by the San Joaquin County Air Pollution Control
District, the facility must develop a vapor recovery system
on site to recover and collect volatile substances.
D. The facility shall analyze the finished product to meet recycled
oil criteria in accordance with Section 25250.0 of H&S Code. It
should be indicated even though the minimum accepted chlorine is
3000 ppm in Section 25250.0 of H&S Code, the actual accepted
level of chlorine in the finished product shall only be 1000 ppm
to meet USEPA standards.
E. The facility shall analyze a composite sample of every new
generator 's waste to recover and collect volatile substances.
The composite sample shall include analyses for API gravity, pH,
total halogens, flashpoint, and PCB.
F. The facility shall increase the closure cost estimate from
$27,800 to $31,800. The difference will cover the cost increase
for the disposal.
G. If the wastewater generated from the recycling process is
determined to be hazardous, the facility must not dispose of th '
material in the drying system. The wastewater must be sent to
different recycler.
H. Within 60 days from the date of this final permit, the facility
shall address the following in their revised Operation Plan:
1. Capacity of rotary dryer system.
2. Capacity of recycling.__&y'stem. .
3. A projected .rrLzrit_ty►)*f accepted hazardous waste at the
facility -, g ;
4. A projected quantity of processed fuel oil at the facility,
5. A projected design ratio of wastewater generated verses
capacity of the dryer system.
6. A more detailed explanation of physical treatment i
respect to Exhibit VI.3 of the Operation Plan.
-27-
