ZR-92-10 OF ROBER <br /> & BARBARA BYINGTON (C/O RONALD WELDUM) <br /> ---------------------------------------------------------------- <br /> The request is to reclassify two parcels containing 16. 37 and 3 .57 <br /> acres, respectively, from AG-40 (General Agriculture; 40-acre <br /> minimum parcel size) to AL-5 (Limited Agriculture; 5-acre minimum <br /> parcel size) . The underlying project, which has not yet been <br /> submitted, is expected to be a Minor Subdivision application to <br /> subdivide the 16.37-acre parcel into three five-acre parcels and <br /> attach the remainder to the existing 3 .57-acre parcel. <br /> The Development Services Division has reviewed the above-referenc d <br /> application and will recommend to the Planning Commission that it <br /> be denied, based upon the inability to make the following two ( f <br /> the four required) Bases for Approval: <br /> The proposed zone district is consistent with the General <br /> Plan. <br /> This Basis cannot be made because the proposal is inconsistent with <br /> the General Plan's Agriculture Objectives regarding the <br /> preservation of agricultural land (No. 2) and minimizing the <br /> disruption of viable agricultural land (No. 3) . The subdivision of <br /> the project site into five acre parcels, with the resultant <br /> construction of single-family residences and accessory structures, <br /> would reduce the agricultural viability of the site. The site s <br /> two soil types, Cogna clay loam (CD) and Vignolo silty clay lolm <br /> (AV) , are designated as Prime Farmland and Farmland of Statewi e <br /> Significance. The proposal is also inconsistent with the Gener 1 <br /> Plan's Agriculture Principles regarding the protection f <br /> agricultural resources (No. 1) and limits on the fragmentation f <br /> agricultural land outside of urban areas (No. 5) .
