The area proposed for reclassification i <br /> not characterized by small-scale agricultural operations, nor is i <br /> shown for small agricultural parcels on the draft maps of th <br /> General Plan 2010. (Referenced General Plan Objectives an <br /> Principles are attached to this memo. ) <br /> The proposed zone district is reasonable and beneficial at the <br /> time. <br /> This Basis cannot be made because the approval of the proposa <br /> would represent a spot zoning in an area otherwise designated for <br /> General Agriculture and the preservation of agricultural land for <br /> the continuation of commercial agricultural enterprises.
