This work plan describes site activities proposed to characterize the <br /> extent of petroleum-hydrocarbon impacted soils in the vicinity of the former Old Valley <br /> crude oil pipelines, Mile Post 215, located at 413 Mt. Diablo Avenue, Tracy, California <br /> (Figure 1). <br /> BACKGROUND <br /> The 3.04-acre site is vacant and fenced along the east, west, and south property <br /> boundaries. Between about 1902 and the early 1950's, CPL installed and operated two <br /> 8-inch-diameter steel pipelines for the purpose of crude oil transmission from the <br /> Kettleman Hills area to the San Francisco Bay area. <br /> Between May 1 and 5, 1995, using backhoe equipment, CPL removed pipelines and <br /> petroleum-impacted soils from the site. Impacted soils were placed in locking-steel bins <br /> for later removal. Raney Geotechnical (Raney) representing the Rural California Housing <br /> Authority was onsite to observe the removal of the pipelines and collect soils samples. <br /> Raney described seven impacted areas along the former pipelines and collected soil <br /> samples from the limits of each excavation and from several locations along the trench <br /> bottom for chemical analysis (Figure 2). Raney also collected soil samples from the <br /> sidewalls of the excavations designated Areas 1, 3, 4, 5, and 6 in Figure 2 to assess the <br /> horizontal limits of petroleum-impacted soils in these areas. These soil samples were <br /> analyzed by U.S. Environmental Protection Agency (EPA) method 8015 modified (m) for <br /> petroleum hydrocarbons between the range of CL2 to C35. Raney also directed the <br /> laboratory to note any significant materials within the gasoline and diesel range (C, to <br /> C22). An additional soil sample collected from stockpiled soils excavated from the <br /> location designated Area 7 by Raney was submitted for chemical analysis by EPA method <br /> SRI;/1i:\wp\proposaN'9506056.wp5-95 gtf:1 <br />
