Hower <br /> Chevron Pipe Line Company <br /> 4000 Executive Parkway, Suite 4000 <br /> San Ramon, California 94583 <br /> Re: Results of Second Quarter 1997 Groundwater Sampling, Mountain View <br /> Townhomes Project <br /> Dear Ms. Hower: <br /> EMCON is pleased to present this report describing sampling procedures, sampling data, <br /> and analytical results for the second quarterly groundwater monitoring event conducted at <br /> the Mountain View Townhomes Site at 317 South Court Street in Tracy, California <br /> (Figure 1). Two additional quarterly monitoring events will be conducted to assess <br /> groundwater quality at the site and to characterize the petroleum-hydrocarbons present. It <br /> is assumed that these monitoring events will provide sufficient analytical data to <br /> characterize groundwater at the site which will lead to either adoption of a remedial <br /> strategy or site closure. Activities conducted for the preparation of this report were <br /> consistent with procedures and activities discussed in the Technical Approach to Site <br /> Evaluation and Decision-Making, Old Valley Pipeline Sites-Central Valley Region, which <br /> was approved by the Regional Water Quality Control Board (RWQCB), Central Valley <br /> RegionF. <br /> BACKGROUND <br /> Between about 1902 and the early 1950's, Chevron Pipe Line Company (CPL) or <br /> predecessor companies installed and operated a pipeline for the purpose of crude oil <br /> transmission from the Kettleman Hills area to the San Francisco Bay area. <br /> From May 1 to May 24, 1995, CPL removed pipelines and petroleum-impacted soils from <br /> the site. Impacted soils were removed and disposed of at an appropriate facility. Raney <br /> Geotechnical (Raney), representing the Rural California Housing Authority, was on site to <br /> 1 RWQCB. 1997.
