Hower
Chevron Pipe Line Company
4000 Executive Parkway, Suite 4000
San Ramon, California 94583
Re: Results of Second Quarter 1997 Groundwater Sampling, Mountain View
Townhomes Project
Dear Ms. Hower:
EMCON is pleased to present this report describing sampling procedures, sampling data,
and analytical results for the second quarterly groundwater monitoring event conducted at
the Mountain View Townhomes Site at 317 South Court Street in Tracy, California
(Figure 1). Two additional quarterly monitoring events will be conducted to assess
groundwater quality at the site and to characterize the petroleum-hydrocarbons present. It
is assumed that these monitoring events will provide sufficient analytical data to
characterize groundwater at the site which will lead to either adoption of a remedial
strategy or site closure. Activities conducted for the preparation of this report were
consistent with procedures and activities discussed in the Technical Approach to Site
Evaluation and Decision-Making, Old Valley Pipeline Sites-Central Valley Region, which
was approved by the Regional Water Quality Control Board (RWQCB), Central Valley
RegionF.
BACKGROUND
Between about 1902 and the early 1950's, Chevron Pipe Line Company (CPL) or
predecessor companies installed and operated a pipeline for the purpose of crude oil
transmission from the Kettleman Hills area to the San Francisco Bay area.
From May 1 to May 24, 1995, CPL removed pipelines and petroleum-impacted soils from
the site. Impacted soils were removed and disposed of at an appropriate facility. Raney
Geotechnical (Raney), representing the Rural California Housing Authority, was on site to
1 RWQCB. 1997.
