SITE CODE: 1190 <br /> 1766 Monte Diablo <br /> Stockton CA 95203 <br /> San Joaquin County Public Health Services, Environmental Health Division(PHS/EHD) is the lead agency <br /> providing the oversight of the investigation and cleanup of releases from underground storage tanks <br /> within San Joaquin County. PHSiEHD has a contract with California State Water Resources Control <br /> Board to conduct an underground storage tank corrective action program. Section 25297.1 (b) Chapter <br /> 6.7 of the Health and Safety Code provides PHS/EHD the authority to require an investigation and <br /> cleanup of unauthorized releases. The above referenced site was placed in the PHS/EHD Local <br /> Oversight Program (LOP) in August 1991. <br /> PHS/EHD has completed review of the Problem Assessment Report (PAR) prepared by Seacor for the <br /> above referenced site and has the following comments. <br /> The vapor extraction pilot test performed by Seacor was inconclusive. Even though a vacuum was <br /> measured in the temporary wells monitored, more testing is recommended to determine soil permeability <br /> and radius of influence between extraction wells to be used. PHS/EHD concurs with Seacor's <br /> recommendation to perform additional vapor extraction and air sparging tests. <br /> The results obtained from further tests can be evaluated and utilized in a formal Remedial Feasibility <br /> Study which is currently lacking in Seacor's PAR. The Remedial Feasibility Study shall be incorporated <br /> into your next report a FINAL REMEDIATION PROPOSAL (FRP). <br /> In addition, the "Regional Board Staff Recommendations For Initial Evaluation and Investigation of <br /> Underground Tanks" including "Appendices A and B" reporting format and the LUFT Manual shall be <br /> utilized as guidance documents in preparation of work plans and reports. <br /> If you have any further questions regarding this matter, contact Harlin Knoll, Senior REHS, at (209) <br /> 468-3442. <br /> Donna Heran, REHS, Director <br /> Environmental Health Division <br /> Harlin Knoll, Senior REHS Diane M.
