CONTINUATION FORM OFFICIAL INSPECTION REPORT Facility Address: 1645 Cherokee, Stockton (IRC) Page 3 of 4 Date of Inspection: 12/07/2009 Date of Final Inspection Report: 12/08/2009 SUMMARY OF VIOLATIONS MINOR -Notice to Comply: #10,20,27,33,80/82/83,89 #10 Observed a 55 -gallon metal drum marked "Pesticide Residue Metal Phosphides" next to the locomotive warehouse. A generator is responsible for determining if a waste is a Hazardous Waste (HW), and manages it accordingly. Immediately make a hazardous determination of the above container and manage it accordingly, or manage it as a HW according to Title 22. Submit evidence of correction to this office by January 8, 2010. #20 A blue poly 55-aallon drum of anti -freeze. and the above "Pesticide Residue" container (See Item #10) have no HW label. All HW containers must be labeled at minimum with the following information: 1) The words "Hazardous Waste" 2) Generator name & address 3) Composition (contents) 4) Physical state 5) Hazardous properties 6) Accumulation start date Immediately label the above containers with the above information, and continue to label all HW containers at all times. Submit evidence of correction to this office by January 8, 2010. #27 No HW disposal receipts were available for inspection. Generator is required to retain minimum 3 years of HW disposal receipts on site for inspection. Submit copies of the last 3 years of HW disposal receipts, including the above "Pesticide Residue" container to this office by January 8, 2010. #33 (3) A black metal 55 -gallon drum of drained used oil filters was not close or labeled. Drained used oil filters shall be stored in closed, rainproof containers capable of preventing spillage of drained used oil when laid upon their sides. Containers must be labeled "Drained Used Oil Filters" with the initial date of accumulation. Immediately label the container "Drained Used Oil Filters" with the initial date of accumulation. (5) No bills of lading for the drained used oil filters were available for inspection. Generator shall retain at minimum 3 years of disposal receipts available for inspection on site, and all drained used oil filters must be managed within one year. If the above -referenced used oil filters have been stored on site more than one year, they must be managed immediately. Submit a copy of all disposal receipt for the last 3 years to this office by January 8, 2010.
