CONTINUATION FORM <br />OFFICIAL INSPECTION REPORT <br />Facility Address: 1645 Cherokee, Stockton (IRC) Page 3 of 4 <br />Date of Inspection: 12/07/2009 <br />Date of Final Inspection Report: 12/08/2009 <br />SUMMARY OF VIOLATIONS <br />MINOR -Notice to Comply: #10,20,27,33,80/82/83,89 <br />#10 Observed a 55 -gallon metal drum marked "Pesticide Residue Metal <br />Phosphides" next to the locomotive warehouse. A generator is <br />responsible for determining if a waste is a Hazardous Waste (HW), and <br />manages it accordingly. Immediately make a hazardous determination of <br />the above container and manage it accordingly, or manage it as a HW <br />according to Title 22. Submit evidence of correction to this office by <br />January 8, 2010. <br />#20 A blue poly 55-aallon drum of anti -freeze. and the above "Pesticide <br />Residue" container (See Item #10) have no HW label. All HW containers <br />must be labeled at minimum with the following information: <br />1) The words "Hazardous Waste" 2) Generator name & address <br />3) Composition (contents) 4) Physical state <br />5) Hazardous properties 6) Accumulation start date <br />Immediately label the above containers with the above information, and <br />continue to label all HW containers at all times. Submit evidence of <br />correction to this office by January 8, 2010. <br />#27 No HW disposal receipts were available for inspection. Generator is <br />required to retain minimum 3 years of HW disposal receipts on site for <br />inspection. Submit copies of the last 3 years of HW disposal receipts, <br />including the above "Pesticide Residue" container to this office by January <br />8, 2010. <br />#33 (3) A black metal 55 -gallon drum of drained used oil filters was not close <br />or labeled. Drained used oil filters shall be stored in closed, rainproof <br />containers capable of preventing spillage of drained used oil when laid <br />upon their sides. Containers must be labeled "Drained Used Oil Filters" <br />with the initial date of accumulation. Immediately label the container <br />"Drained Used Oil Filters" with the initial date of accumulation. <br />(5) No bills of lading for the drained used oil filters were available for <br />inspection. Generator shall retain at minimum 3 years of disposal receipts <br />available for inspection on site, and all drained used oil filters must be <br />managed within one year. If the above -referenced used oil filters have <br />been stored on site more than one year, they must be managed <br />immediately. Submit a copy of all disposal receipt for the last 3 years to <br />this office by January 8, 2010. <br />
