DRAFT Ver. 1-C-doc-4-5-10 <br />Page 15 Tier II Qualified Facility SPCC Plan <br />Table G-18 General Rule Requirements for Onshore Facilities N/A <br />Buried Tanks <br />For completely buried metallic tanks installed on or after January 10, 1974 at this facility:[§112.8(c)(4) <br />and 112.12(c)(4)] <br />x Tanks have corrosion protection with coatings or cathodic protection compatible with local soil <br />conditions. <br />x Regular leak testing is conducted. <br />For partially buried or bunkered metallic tanks [§112.8(c)(5) and §112.12(c)(5)]: <br />x Tanks have corrosion protection with coatings or cathodic protection compatible with local soil <br />conditions. <br />Bulk Container Inspection and Testing <br />Each aboveground bulk container is tested or inspected for integrity on a regular schedule and whenever <br />material repairs are made. Records of testing and inspection are kept – including comparison records. <br />Scope and frequency of the inspections and inspector qualifications are in accordance with industry <br />standards.[See Inspection Log and Schedule and Bulk Storage Container Inspection Schedule in <br />Attachments 3.1 and 3.2][§112.8(c)(6) and §112.12(c)(6)(i)] <br />Outsides of bulk storage containers are frequently inspected for signs of deterioration, discharges, or <br />accumulation of oil inside diked areas. Container supports and foundations are regularly inspected.[See <br />Inspection Log and Schedule in Attachment 3.1][§§112.8(c)(6) and 112.12(c)(6)] <br />For bulk storage containers that are subject to 21 CFR part 110 which are shop-fabricated, constructed of <br />austenitic stainless steel, elevated and have no external insulation, formal visual inspection is conducted <br />on a regular schedule. Appropriate qualifications for personnel performing tests and inspections are <br />documented.[See Inspection Log and Schedule and Bulk Storage Container Inspection Schedule <br />in Attachments 3.1 and 3.2][§112.12(c)(6)(ii)] <br />Internal Heating Coils <br />The facility will control leakage through defective internal heating coils by monitoring the steam return and <br />exhaust lines for contamination from internal heating coils that discharge into an open watercourse, or <br />passing the steam return or exhaust lines through a settling tank, skimmer, or other separation or <br />retention system.[§112.8(c)(7)] <br />Overfill Prevention and Container Engineering <br />Each container installation has been engineered or updated in accordance with good engineering practice <br />to avoid discharges.[§112.8(c)(8)] <br />For each bulk container or container installation, at least one of the following devices is provided: <br />[§112.8(c)(8)(i– iv))] <br />x High liquid level alarms with an audible or visual signal at a constantly attended operation or <br />surveillance station. In smaller facilities an audible air vent may suffice. <br />x High liquid level pump cutoff devices set to stop flow at a predetermined container content level. <br />x Direct audible or code signal communication between the container gauger and the pumping <br />station. <br />x A fast response system for determining the liquid level of each bulk storage container such as <br />digital computers, telepulse, or direct vision gauges. If this alternative is used, the facility will <br />ensure a person be present to monitor gauges and the overall filling of bulk storage containers. <br />Liquid level sensing devices are regularly tested to ensure proper operation [See Inspection Log and <br />Schedule in Attachment 3.1].[§112.8(c)(8)(v)] <br />Effluent Treatment Facilities <br />The facility observes on-site effluent treatment facilities frequently enough to detect possible system <br />upsets that could cause a discharge as described in §112.1(b).[§112.8(c)(9)] <br />Visible Discharge Correction <br />Visible discharges which result in a loss of oil from the container, including but not limited to seams, <br />gaskets, piping, pumps, valves, rivets, and bolts are promptly corrected and oil in diked areas is promptly <br />removed.[§§112.8(c)(10) and 112.12(c)(10)] <br />x <br />x <br />x <br />x <br />x <br />x <br />x <br />x <br />x <br />x <br />x <br />x <br />x <br />x <br />x <br />x <br />x
