E1 CaiTdno Tire Facility No 39-TZ-0883 Page 2 of 4 30 PRC 42953 Using an Unregistered Waste Tire Hauler At the time of this inspection, the WTF operator stated that they use their own vehicle to transport waste tires to their other tire shop. Pursuant to this section, on or after January 1, 1995, any person who gives, contracts, or arran�oes with another person to transport waste tires shall utilize only a person holding a waste tire hauler registration from the Board, unless the hauler is exempt as specified in section 42954. 30 PKC 42961.5 manifesting At the time of this inspection, the WTF operator was unable to provide copies of waste tire manifests to CIWMB staff. Pursuant to this section, the Board shall develop a waste tire manifest system for registered waste tires haulers that complies with the following conditions: (b) The manifest form shall be signed by the generator, the waste tire hauler, and the processing, collection, storage, or disposal facility. Each party shall retain one copy of the manifest form. (f) Each party required to sign a manifest shall maintain it for three years and shall make it available for review during regular business hours. 14 CCR 17351 Fire Prevention Measures At the time of this inspection, adequate fire fighting suppression equipment (water extinguisher and pike pole) as defined by this section was not onsite. The operator needs to contact the local fire authority and receive written verification if fire requirements other than those specified in this section are acceptable. Pursuant to this section, the operator must provide the following fire fighting suppression equipment: (A) Adequate equipment to aid in the control of fires, including: • one (1) dry chemical fire extinguisher • one (1) two and one-half gallon water extinguisher • one (1) pike pole at least ten feet in length • one (1) round point and one (1) square point shovel (B) Adequate water supply for use by the local fire authority. The water supply shall be capable of delivering at least 1000 gallons per minute for a duration for at least three (3) hours and at least 2000 gallons per minute for a duration of at least three (3) hours if the sum of altered plus whole waste tires exceeds ten thousand (10,000). All of the fire prevention measures referenced in (A) and (B) above shall apply unless the local fire authority having jurisdiction over the particular facility determines that a different requirement is necessary or adequate to meet the intent of this regulation for fire control and the protection of life and property. If such determination is made, written notification from that fire authority shall be provided to the CIWMB.
