Ms. Stacy Rivera <br />San Joaquin County EHD <br />Site personnel have begun a log to record when a shipment of universal waste is <br />removed from the facility. This log will include the following information: <br />- Name & address of destination facility <br />- Quantity & type of universal waste <br />- Date of departure/shipment <br />#12 Violation Text: An approved copy of the response plan was not found on site. <br />Copies of the monitoring and response plans shall be retained on site at all <br />times. Immediately locate and retain a copy on site. <br />Ryder Fuel Services has updated the response plan for the facility. A copy of the <br />complete plan is included as part of this response. <br />Gei <br />#13 Violation Text: Alarm logs for the fuel alarms on February 23,2010 (L7 - new <br />oil annular, L9 - new oil STP sump, L 15 - oil transition sump) were not found <br />on site. No documentation was found on site for the actions taken in response to <br />these alarms. These records shall be kept on site for at least 3 years. <br />Immediately locate and maintain the maintenance invoices or alarm logs on site <br />and submit copies to the EHD. <br />Ryder Environmental Services contracted with Balch Petroleum to perform a test <br />of the L7 — new oil annular sensor, the L9 — New Oil STP sump sensor, and the <br />L15 —New Oil transition sump sensor. This test was done on February 23, 2010. <br />While performing the test it was discovered that the solenoid valve needed to be <br />replaced. Balch replaced the solenoid valve on February 25, 2010. Copies of the <br />work order summary showing this work to be completed is included as part of this <br />response. <br />#14 Violation Text: The test boot in the new oil STP sump was not pulled back, the <br />clamps were tightened, and the Schrader valve was pointed up. Any potential <br />release from the primary containment into the secondary containment in the <br />new oil piping does not flow into a collection sump. All secondary containment <br />systems shall be sloped so that all releases will flow to a collection sump located <br />at the low point of the underground piping. The service technician pulled back <br />the test boot at the time of inspection. <br />This item was corrected during the inspection. <br />#IS Violation Text. The reserve diesel (6,000 gallon) STP sump sensor failed to <br />activate an audible and visual alarm when tested to ensure continuous <br />monitoring of the tank system. All monitoring equipment shall be maintained to <br />activate an audible and visual alarm or stop the flow of product at the dispenser <br />when it detects a leak. Correct immediately by having a properly licensed, <br />trained, and certified contractor replace the failed component with a functional <br />component (LG 113-x listed, if applicable) and obtain a permit within 1 <br />business day from the EHD.
