(Ryder) is <br />forwarding this letter in response to the Notice of Violation issued by the County of San <br />Joaquin for the referenced facility. This notice identified issues requiring a response. The <br />issues are identified below along with Ryder's response and/or action plan: <br />Open violations from the March 18, 2015 inspection: <br />#1 Violation #110: Failed to complete training on hazardous waste management <br />and emergency response procedures. According to Mr. Shannon, the facility <br />has 15 employees. The training records on site only indicated 12 employees <br />attended the annual training. Personnel who handle hazardous waste shall be <br />trained within six months of assignment and take part in an annual review of <br />the initial training received. At a minimum, the training program shall be <br />designed to ensure that facility personnel are able to respond effectively to <br />emergencies by familiarizing them with emergency procedures, emergency <br />equipment, and emergency systems, including where applicable: <br />1. Procedures for using, inspecting, repairing, and replacing facility <br />emergency and monitoring equipment; <br />2. Key parameters for automatic waste feed cut-off systems; <br />3. Communication or alarm systems; <br />4. Response to fire or explosions; <br />S. Response to ground -wafer contamination incidents; and <br />6.
