Immediately update the <br />contingency plan for this facility to include all of the necessary information and <br />submit a copy of the plan to the EHD by September 19, 2013. REPEAT <br />A contingency plan has been developed to include the following information: <br />- Actions facility personnel shall take in response to fires, explosions, and <br />unplanned release to air, soil, or surface water <br />- Arrangements agreed to by local police departments, fire departments, <br />hospitals, cleanup contractors, and state and local emergency response teams <br />- Names, addresses, and phone number (office and home) of the Emergency <br />Coordinator and any alternatives <br />- List of all emergency equipment at the facility (fire, spill, <br />communications/alarms, decontamination), including location, physical <br />description, and a brief outline of its capabilities <br />- Evacuation plan, including at least two routes and signals to be used <br />- Telephone number of Cal EMA <br />A copy of this plan is included as part of this response (Attachment Q. <br />#3 Violation text. #610 — CCR66266.130(c)(3) — Failed to store used oil filters in a <br />closed, rainproof container that is labeled "drained used oil filters" and marked <br />with the accumulation start date. A blue metal bin of drained used oil filters was <br />observed without an accumulation start date. According to the records on site, <br />the bin was emptied on August 13, 2013. Used oil filters must be stored in a <br />closed, rainproof container, labeled as "drained used oil filters" and marked <br />with an accumulation start date. Immediately label the date on the container <br />and ensure that all used oil filters are managed in this way. REPEAT <br />VIOLATION <br />Site personnel have properly labeled the container used to store the used oil <br />filters.
