Ms. Stacy Rivera <br />San Joaquin County EHD <br />which previously held oil were observed in the outside waste storage area <br />without the date emptied. Containers larger than five gallons that previously <br />held a hazardous material shall be marked with the date they were emptied and <br />managed within one year of being emptied. Immediately mark and manage all <br />empty containers per this section. <br />The containers have been properly marked and will be properly managed as noted <br />in this section. <br />#7 Violation 605. CCR 66262.340 Failed to completely label containers or tanks <br />of hazardous waste. Gear oil waste was observed store in the unlabeled spill <br />pallet under the gear oil drums. According to Mr. Shannon, the oil in the <br />secondary is pumped out by Safety-Kleen when they pick up the used oil. A11 <br />hazardous waste containers shall be marked with the following information: <br />- The words "Hazardous Waste" <br />- Name and address of the generator <br />- Hazardous properties (ignitable, corrosive, reactive, toxic) <br />- Physical state (liquid, solid) <br />- Composition (contents) <br />- Accumulation start date <br />Immediately mark this container, or place the waste in a properly labeled <br />container, and ensure that all hazardous waste containers are marked with all <br />the required information. This is a repeat violation. <br />Location personnel have placed the waste in a properly marked container and will <br />ensure all hazardous waste is stored properly. <br />#8 Violation 608: CCR 66266.130 Failed to properly manage used oil and fuel <br />filters. The blue metal bin of used oil filters was observed incorrectly labeled as <br />hazardous waste used oil. Used oil filters shall be drained of free-flowing oil, <br />stored in a closed, rainproof container, labeled as "drained used oil filters" and <br />marked with an accumulation start date. The label was corrected at the time of <br />inspection. <br />The label was corrected during the inspection. No further documentation is <br />required. <br />The documents listed below are attached and included as part of this response: <br />• Attachment A — UST Program Service Request Inspection Report <br />• Attachment B — Completed Recording Requirements for Unauthorized Releases <br />• Attachment C — December 2014 Designated Operator Inspection Report <br />• Attachment D — Balch invoice #505331-01 and passing test results <br />• Attachment E — Training roster and syllabus <br />• Attachment F — Job descriptions and training documentation <br />• Attachment G — 2015 Response letter <br />• Attachment H - Picture of properly labeled empty container <br />
