container that was collecting paint waste from a drain sticking out the side. <br />This container was not maintained to minimize the possibility of a sudden <br />release. <br />In the paint and finish area, a solvent distillation unit is operated to distill the <br />MEK from the MEK/paint waste generated at the spray booths. <br />Mr. Mathias took us to the hazardous waste storage area. Here 1 observed <br />several drums stored on racks three levels high. On at least one drum labeled <br />"hazardous waste", the date of accumulation was not clearly marked and visible <br />for inspection because orange paint had dripped over the label. In this area, <br />personnel involved in handling hazardous waste did not have immediate access <br />to an emergency communication device, such as a telephone or a hand-held, <br />two-way radio. This concluded the facility inspection. We left the facility. <br />We returned to Interlake at approximately 1:40 p.m. to review hazardous waste <br />manifests, employee training records, contingency plan, etc. A land disposal <br />restriction notification could not be located for manifest #356989 (Waste paint <br />F003, D001, F005) dated 1/22/92. <br />The personnel records lacked the job title, job description, and the name of the <br />employee filling each job position at the facility related to hazardous waste <br />management. <br />Mr. Eggleton furnished four San Joaquin County Air Pollution permits for the <br />following: <br />1. #79569 (a); E paint line PL -1 with Ransburg electro coating system & <br />baking oven with DG 2000 heat 2,000,000 BTU/HR expires 2/28/94 <br />2. #79569 (b); West paint line PL -2. <br />3. #85-175; 23'6" x 13'x 26' 6" paint spray booth expires 2/28/94 <br />4. #90-185; Solvent recovery still unit expires 12/31/95 <br />Mr. Eggleton was not able to furnish notification documentation to CAL -EPA <br />Department of Toxic Substances Control for the operation of the MEK <br />distillation unit. Mr. Eggleton provided a copy of a letter from Chemical Waste <br />Data Management Systems Dated August 5, 1993 regarding the MEK recycling <br />unit. <br />D <br />
