Kennedy/Jenks Consultants <br /> Section 3: Site Description and History <br /> 3.1 Site Location and Description <br /> The site is the former Southern Pacific Transportation Company (Southern Pacific) Tracy <br /> Railyard. It covers approximately 34 acres, bounded by Sixth Street to the north, MacArthur <br /> Drive to the east, and Central Avenue to the west. Adjacent areas are a mix of commercial and <br /> residential development. A location map is provided as Figure 1 of the Remedial Investigation <br /> Work Plan (RI Work Plan), and a site map showing the Railyard limits is presented as Figure 2 <br /> of the RI Work Plan. <br /> Previously, the site was used as a Southern Pacific maintenance facility, which was <br /> decommissioned in the 1940s. It was later used for a rail welding facility. All operations had <br /> ceased and a majority of the structures and railroad tracks were removed in the 1980s. The site <br /> is currently vacant. <br /> 3.2 Specific Operable Unit Locations and Descriptions <br /> The Railyard is divided into four OUs (Figure 2 of the RI Work Plan). The planned subsurface <br /> investigations will vary between the four OUs, contingent on past activities at each OU <br /> (including remedial activities) as well as current and anticipated future land uses. A brief <br /> description of the OU boundaries, areas of interest (AOIs), and investigation objectives are <br /> provided below. More detail on each OU and, as applicable, AOIs within each OU, is provided in <br /> the RI Work Plan Section 2.0. <br /> 3.2.1 Operable Unit 1 <br /> OU-1 consists of approximately 17 acres occupying the eastern portion of the Railyard bounded <br /> on the north by the railroad right-of-way along Sixth Street, on the east by MacArthur Drive, on <br /> the south by Gonzales Street, and on the west by the extended alignment of East Street along <br /> the eastern edge of 01-1-2. Considering results of past investigations and remedial actions <br /> conducted to address lead in soils in this area, three general areas of interest (AOIs) were <br /> identified within OU-1 (refer to Figure 2 of the RI Work Plan) for further evaluation in the <br /> remedial investigation (RI): <br /> • AOI 1 — Remediated soils <br /> • AOI 2— Stabilized lead <br /> • AOI 3— Residual elevated lead <br /> 3.2.2 Operable Unit 2 <br /> OU-2 consists of approximately 16 acres occupying the western portion of the Railyard bounded <br /> on the north by the railroad right-of-way along the southern edge of OU-4 south of Sixth Street, <br /> on the east by the extended alignment of East Street along the western edge of OU1, on the <br /> south by Fourth Street, and on the west by the railroad right-of-way along the east edge of <br /> Site Health and Safety Plan Page 4 <br /> Former Tracy Railyard, Tracy, California <br /> g:tis-groupWdnunl ob10510565777.03_uprr104reporulwodc plan4i finallappendicesWppc_haspWpc_text.doc <br />
