Gorsen, Director Arnold Schwarzenegger <br /> Secretary for 8800 Cal Center Drive Governor <br /> Environmental Protection Sacramento,California 95826-3200 <br /> November 22, 2006 <br /> Mr. Jim Levy, Manager /l 6 <br /> Environmental Site Remediation (, Y"- <br /> Union Pacific Railroad �o <br /> 9451 Atkinsons Street, Suite 100 <br /> Roseville,-California 95747-9711 <br /> APPROVAL OF THE WORKPLAN FOR PHASE II REMEDIAL SITE INVESTIGATION, <br /> FORMER TRACY RAILYARD, TRACY, CALIFORNIA <br /> Dear Mr. Levy: <br /> The Department of Toxic Substances Control (DTSC) has reviewed the Work Plan for <br /> Phase II Remedial Site Investigation (Phase II Workplan) dated October 30, 2006 for a <br /> site subsurface investigation of the lateral extent of petroleum hydrocarbons detected in <br /> groundwater in parts of Operable Unit (OU) 2, Area of Interest (AOI) 7, OU 3, OU 4, and <br /> AOI 10 of OU 5 of the Union Pacific Railroad, Former Tracy Railyard in Tracy, California <br /> (Site). The Site is the former Southern Pacific Transportation Company Tracy Railyard <br /> located at 780 E. Sixth Street in Tracy, California. The Site, is owned by Union Pacific <br /> Railroad, is bounded.by Sixth Street to the north and MacArthur Drive to the east. <br /> Central Valley Avenue separates the entire site into two portions. Areas adjacent to the <br /> Site are a mix of commercial and residential development. To.facilitate investigation <br /> .and remediation, the 56-acre Site has been divided into five OUs. <br /> Under the terms of the Voluntary Cleanup Agreement (VCA) (docket#HSA-A 04/05- <br /> 188) for DTSC oversight, Union Pacific Railroad has submitted a draft Phase II <br /> Workplan to further characterize and define the nature, source, and extent of <br /> contaminants at the site. The Phase II Workplan describes the work to implement the <br /> ground water investigation related to the lateral extent of petroleum hydrocarbons <br /> detected during the Phase I Remedial Investigation phase and report which was <br /> completed and approved August 9, 2006. <br /> DTSC approves the Phase II Workplan as an addendum to the previously approved <br /> Remedial Investigation Work Plan. DTSC requires that all CPT data collected as <br /> proposed in the Phase II Workplan be compared, calibrated and correlated to lithologic <br /> samples collected.at the site.
