PUBLIC HEALTH SERVICES quf .
SAN JOAQUIN COUNTY r
ENVIRONMENTAL HEALTH DIVISION
Ernest M. Fujimoto, M.D., M.P.H., Acting Health Officer
445 N. San Joaquin Street # P. O. Box 388 • Stockton, CA 95201-0388
PAMELA LOPEZ 209/468-3420 LED JUN 14 1995
PO BOX 393
THORNTON CA 95686
Re: Lopez Property Site Code: 1930
26500 Nowell Road
Thornton CA
San Joaquin County Public Health Services, Environmental Health Division (PHS/EHD) has
completed review of the "Workplan -Soil and Groundwater Investigation" dated May 17, 1995 and
prepared by BSK. PHS/EHD has the following comments for your consideration.
The work plan proposed to drill five soil borings to a depth of 20 feet. PHS/EHD agrees that
additional soil investigation is necessary to determine the vertical and horizontal extent of the soil
contamination documented during the 1989 tank removal and subsequent limited November 1994
investigation. Please be aware that significant soil contamination was detected at 20 feet below
grade suggesting that soil borings to a greater depth will be necessary to determine the vertical extent
of soil contamination. Also, it is likely that greater than two soil samples should be submitted per
borings to characterize the subsurface environment. Prior to laboratory submittal, contact PHS/EHD
to discuss which soil samples are proposed to undergo analysis.
Groundwater contamination has already been indicated and in order to reduce costs associated with
an additional mobilization effort, monitoring wells should be installed in conjunction with the
proposed borings. In fact, one or more of the proposed borings could be converted into monitoring
wells. Once monitoring wells are installed, PHS/EHD recommends that a licensed surveyor be used
to determine the elevation of the top of casing.
Please note that the site plan included in the work plan located MW6 on the Lopez property when
in fact it is outside of the Lopez property fence and located on Tri-Valley property.
Please submit an addendum addressing PHS/EHD comments by July 5, 1995 and a permit
application with $89 fee. Once approval is granted, PHS/EHD will issue a drilling permit.
If you have any questions or comments, please contact Mary Meays at (209) 468-0337.
Donna Heran, Director, REHS
Environmental Health Division
m
Mary Meays, Senior REHS Diane M.
