Spill Prevention,Control,and Countermeasures Plan <br /> City of Ripon <br /> Fueling Station <br /> Page 2 <br /> o Two discharges of oil to navigable waters of the United States, each exceeding 42 gallons <br /> (within any 12-month period). <br /> The total aboveground oil storage capacity exceeds 10,000 gallons at the Facility; therefore, the <br /> Facility is not a Qualified Facility and a Professional Engineer must review and certify this SPCC <br /> Plan. <br /> 1.2.2 Facility Description and Layout [40 CFR 112.7(a)(3)] <br /> The Facility serves primarily as a fueling station and car wash for City of Ripon(City) employees and the <br /> public. Additionally, the Facility provides commercial vehicle/equipment storage for the City and is open <br /> to the public for commercial fueling. Bulk lubricants/fuels are received by tank truck, while compressed <br /> natural gas (CNG) is produced onsite. The Facility is normally unmanned and operates 24 hours a day 7 <br /> days per week. <br /> The Facility is located at 240 Doak Boulevard,Ripon,San Joaquin County,California.The map coordinates <br /> of the Facility are latitude 37.729707°,longitude-121.124075°. Surface runoff flows to central storm drains <br /> connected to the City of Ripon storm system. The Car Wash surface runoff flows to nearby drop inlets <br /> connected to an oil water separator(OWS)prior to being routed to the sanitary sewer. Surface runoff from <br /> the Vehicle/Equipment Storage area flows southwest towards an earthen area along the Facility boundary. <br /> Surface runoff ultimately discharges to Stanislaus River which is located approximately 0.33 miles south <br /> of the Facility. The approximate location of the Facility is shown in Figure 1,Vicinity Map. <br /> The Facility is bounded by agricultural parcels to the east and west, industrial parcels to the north, and <br /> sewer treatment ponds to the south. The total area of the property is approximately 1.93 acres of which <br /> approximately 84 percent is impervious (buildings, paved areas, driveways, etc.) and the remaining 16 <br /> percent area is pervious (landscaped areas). The Facility and surrounding parcels are shown in Figure 2, <br /> Site Map. <br /> Facility structures include a Fuel Dispenser Canopy, Car Wash, Storage Shed, and Vehicle/Equipment <br /> Storage Canopy. There is a total of two aboveground storage tanks (ASTs) at this Facility as detailed in <br /> Section 1.2.3. Sanitary wastes are discharged to City of Ripon Publicly Owned Treatment Works(POTW). <br /> The layout of the Facility is shown in Figure 3,Facility Diagram. <br /> 1.2.3 Facility Containers [40 CFR 112.7(a)(3)(i)through(iii)] <br /> The Facility total oil storage capacity as of January 29, 2020, was approximately 20,000 gallons and the <br /> total aboveground storage capacity of petroleum applicable to Aboveground Petroleum Storage Act <br /> (APSA)was 20,000 gallons.Portable containers of 55 gallons or greater are not stored on-site. The type of <br /> oil stored in containers, their storage capacities, identification, discharge prevention measures, and <br /> discharge/drainage controls are shown in Table 1. Secondary containment capacities, if containment is <br /> present, have also been listed in the right column.
