Spill Prevention,Control,and Countermeasures Plan <br /> City of Ripon <br /> Fueling Station <br /> Page 3 <br /> Facility oil containers are described below: <br /> • T1 is a 10,000-gallon fixed installation,double-walled,horizontally oriented,rectangular synthetic <br /> lined steel tank containing diesel. Bollards installed around the tank protect against damage from <br /> vehicles. <br /> • T2 is a 10,000-gallon fixed installation,double-walled,horizontally oriented,rectangular synthetic <br /> lined steel tank containing gasoline.Bollards installed around the tank protect against damage from <br /> vehicles. <br /> Table 1—Facility Oil Containers <br /> Container Volume Container Discharge Prevention <br /> Contents (gallons) Identification^ And Controls <br /> ASTs <br /> • Trained Facility personnel are present while <br /> product is being transferred. <br /> Diesel 10,000 T1 • A liquid level gauge is visible by delivery <br /> (Photo 1,2) drivers/operators who constantly monitor the <br /> unloading process. <br /> • Monthly visual inspections are to be conducted. <br /> • The ASTs are double-wall tanks. Double-wall <br /> tanks by design integrate 100%containment of the <br /> Gasoline 10 000 T2 primary tank. <br /> (Photo 1, 3) • Facility personnel are to be trained in spill <br /> response measures. <br /> • Spill kits are located near the ASTs. <br /> 20,000 Estimated Total Oil Storage Capacity(gallons) <br /> Notes <br /> A:Figure 3,Facility Diagram,shows the locations of the Facility oil containers. <br /> Oil delivery operations are performed by contracted delivery drivers. Transfer activities are attended by <br /> trained City personnel. <br /> Procedures and practices when transferring oil/petroleum products include: <br /> • Training for oil product delivery is to include instructions on avoiding damage to oil-containing <br /> AST pipes and appurtenances. <br /> • Oil product transfer operations are performed over an impervious surface (concrete pad), where <br /> feasible. <br /> • Prior to oil product transfer operations,the tanker truck brake is to be set. <br /> • Oil product delivery drivers or Facility personnel are to visually check tank fluid level before <br /> transfer. <br /> • Fittings and product transfer hoses are to be visually checked for defects and replaced if necessary. <br /> • Drip pans/buckets are to be utilized under the valve to hose connections. <br /> • Hose ends for ASTs are equipped with valves to limit spillage. <br /> +ice CONDOR <br />
