1.0 INTRODUCTION <br /> This report is about the removal of (1) empty 10,000 Gallon (out-of-service) <br /> underground storage tank located at 26200 Nowell Road in Thornton, California. The <br /> purpose of this report is to satisfy regulatory requirements surrounding removal and <br /> disposal of underground storage tanks. The contents of this report are based upon <br /> provisions promulgated by Title 40 Code of Federal Regulations, Part 280, Subsections <br /> 280.71 through 280.73 (40 CFR 280); Title 23 California Code of Regulations, Chapter <br /> 3, Subchapter 16, Article 7—Removal Requirements (23 CCR, Chapter3); Health and <br /> Safety Code, Division 20, Chapter 6.5 This report is a narrative of events performed <br /> under the guidelines of the Tank Removal Permit issued by the Newark Fire Department, <br /> and the State of California Regional Water Quality Control Board (RWQCB) "Tri- <br /> Regional Board Staff Recommendations for Preliminary Evaluation and Investigation of <br /> Underground Storage Tank Sites", August 10, 1990. <br /> Wright removed (1) double walled steel underground storage tank with a capacity of <br /> 10,000 gallons after it was discovered during on going construction activities at the above <br /> referenced address. The tank was to be removed and disposed of in accordance with <br /> guidelines established by the Regional Water Quality Control Board and the <br /> Environmental Protection Agency. The tank was to be purged and then certified "empty" <br /> prior to removal and transportation. <br /> 2.0 FACILITY DESCRIPTION <br /> The Universal Forest Products site is a finished lumber processing plant. The property <br /> itself is on 50 acres located at 26200 Nowell Road in the City of Thornton, California. <br /> 3.0 TANK DESCRIPTION AND BACKGROUND <br /> The tank was located near the middle 113 portion of the Western fence line of the <br /> property. The tank was a double-walled steel, 10,000 Gallon storage tank. The tank was <br /> installed on an unknown date and most probably stored diesel fuel. It is assumed that this <br /> tank provided fuel for a boiler system in a former adjacent building. Piping from the tank <br /> led towards what used to be a boiler room on the adjacent lot. <br /> Permit applications for tank removal were submitted and obtained from the San Joaquin <br /> County Department of Environmental Health under The Underground Storage Tank <br /> Program. A permit was also required and obtained from the San Joaquin County Fire <br /> Department. No other environmental permits are associated with the tank in question. <br /> State Permit applications forms A and B were included with Fire Department permit <br /> application. <br /> The tank was cylindrical in shape, setting horizontally and measures 96 inches in <br /> diameter. The tank rests on a bed of silty sandy soil material, which also surrounds and <br /> covers the tank. <br /> 1 <br />
