It is not known if the tank was in compliance with spill/overfill prevention requirements <br /> (40 CFR 280.21 (d)) or was in compliance and was maintained in operating condition <br /> prior to being abandoned on site. <br />` 4.0 CLOSURE PROCEDURES <br /> Wright Environmental Services has obtained the proper permits for tank removal. <br /> (Copies of which can be found in Appendix A)The contractor removing the tank is <br /> Wright Environmental Services - General Engineering Contractor License# 601501 -- <br /> Class A with Hazardous Certification. A copy of the general engineering removal <br /> specifications for the tanks can be found in Appendix B. <br /> 4.1 Tank Removal and Disposal <br /> The following actions were taken during the tank removal: <br /> • The construction site was barricaded and encompassed with temporary fencing to <br /> control pedestrian and vehicular traffic to keep the site clear for construction <br /> equipment and activities. <br /> • Prior to removal and transport, the tank vapors were purged from the tank by <br /> placing dry ice in the tank, or by other appropriate means. The vapor space inside <br /> each tank will be tested with an Organize Vapor Meter(OVM) and/or LEL. <br /> • All external tank surfaces and fittings were inspected for evidence of holes or <br /> leakage. <br /> • All excavated surfaces were inspected for evidence of leakage. <br /> • All tank openings and fittings were secured and/or sealed, except for one vented <br /> plug, during transport. <br /> • The San Joaquin County Department of Environmental Health was on site to <br /> monitor tank removal activities. This is consistent with the permit issued by the <br /> San Joaquin Department of Environmental Health. <br /> • During removal of the tank, visually contaminated soil was observed within the, <br /> sidewalls of the excavation. These sidewalls were of a silty sandy nature and <br /> portions of the sidewalls collapsed within the tank excavation site during tank <br /> removal operations. These soils were removed and stockpiled on a 6 mil plastic <br /> liner and then covered with a 6 mil plastic liner on site. These contaminated soils <br /> were visually pointed out to Dina Abate of the San Joaquin County Department of <br /> 2 <br />
