It was determined however, that significant <br /> contamination has occurred and that a more thorough investigation must be <br /> conducted. <br /> • Approximately 687 tons of contaminated soil was excavated during the tank <br /> removal process. The soil was removed and placed on plastic sheeting pending <br /> analytical results. The stockpiles were covered with plastic and bermed to prevent <br /> t <br /> run-on and run-off. <br /> •' Soil disposal was determined after analytical results were received. After <br /> comparing the requirements of several landfills,recycling facilities, treatment <br /> facilities, or other options for managing the soil, it was decided to transport and <br /> dispose of the soil at Forward, Inc. Landfill in Lathrop, California. These <br /> activities were performed within (90) days of tank removal. Documentation is <br /> included in Appendix"C of this Report. <br /> 4.2 Sampling Procedures and Methods <br /> The following procedures were followed for samples that were taken during the tank <br /> removal. All procedures will conform to the guidelines issued by the U.S. Environmental <br /> Protection Agency, the Central Valley Regional Water Quality Control Board. These <br /> sampling procedures are summarized below. <br /> • All samples required for tank and site closure were analyzed by an independent <br /> State certified laboratory. <br /> • Per RWQCB Tri-Regional Recommendations, a minimum of two samples were <br /> taken beneath the tank. These samples were located within 1 to 2 feet(0.3 —0.6m) <br /> of the bottom at each end of the tank. <br /> Obviouslystained areas were noted and sampled. Groundwater was encountered. . <br /> P <br /> during over-excavation activities. As per requirements, at least one representative <br /> sample of the groundwater was taken and submitted to a State-certified laboratory <br /> for analysis using accepted practices as outlined by the Regional Water Quality <br /> Control Board and the Alameda County Water District. <br /> • The San Joaquin County Department of Environmental Health was notified at <br /> least three(3)working days in advance of the tank removal, and was notified a <br /> minimum of 72 hours, in advance of any additional sampling so that its personnel <br /> could be present during the soil samplings. <br /> • All samples were taken by a third party sampler provided by the Analytical <br /> Testing Laboratory. <br /> 3 <br />
