STATE OF CALIFORNIA—HEALTH AND WELFARE AGENCY GEORGE DEUKMEJIAN, Governor
DEPARTMENT OF HEALTH SERVICES ,;•.:-
TOXIC SUBSTANCES CONTROL DIVISION
NORTHERN CALIFORNIA SECTION
4250 POWER INN ROAD May 17 , 1988
SACRAMENTO,CA 95826
(916)739-3145 _
Mr . David Graham
5438 Bellini Way
Stockton , CA 95207 r. 0 r
MAY J r.
Dear Mr . Graham :
uwIRONENJAI HEALTH
PERMIT{5EnVJ,LS
The purpose of this letter is to advise you of the status of Cal
Post and Pole Incorporated located at 22832 North Highway 99 in
Acampo .
As we have discussed , I conducted an initial inspection of Cal
Post and Pole on February 18 , 1988 . As a result of that
inspection , the Department of Health Services (DHS ) fenced and
posted two portions of the property . I conducted a subsequent
inspection on February 26 , 1988 to take soil samples from the
property . Sample maps and sample results from both inspections
are included for your information.
During our most recent telephone conversation I informed you that
sample results indicate soil contamination has occurred on the
property . This fact must be disclosed to any potential buyers of
the property . You also indicated the property owners were
interested in conducting some clean-up of the site . What follows
are some general guidelines on what would be considered hazardous
waste and suggestions on how it should be handled :
1 . Drums containing copper sulfate , arsenic acid ,
and bags of sodium bichromate : These chemicals
have many legitimate uses and I would encourage
you to pursue finding a buyer who can use them .
If this is not possible , these chemicals will
need to be handled as hazardous waste and either
recycled or disposed of . You may contact the
Department ' s Waste Exchange at (916 ) 324- 1807
for information on recyclers . In addition , I am
enclosing a copy of the 1987 Waste Exchange ' s
Dir-tctory of Industrial Recyclers .
,.
2 . The metal railroad- type tank and the two poly
storage tanks in the pit : The contents of these
tanks are thought to be a mixture of copper
sulfate , arsenic acid , and sodium bichromate .
Unless a buyer can be found who has a legitimate
use for the chemicals , they will need to be
managed as hazardous waste and either recycled
or disposed of .
3 . The liquid and sludge in both the concrete
pit and the yellow metal tank will need to
be managed as hazardous waste and either
recycled or disposed of . In addition , the
