V. EMERGENCY RESPONSE PLAN
1. The possible emergency situations that may occur at the clean-up Site are
as follows:
Release/spill of hazardous material;
Fire, including the combustion of hazardous materials; and,
Health emergencies resulting from the ingestion, contact with skin or eyes,
or inhalation of hazardous materials.
The emergency response to these situations shall be as follows:
2. Release/spill of hazardous materials:
(a) In the event of a new spill or release of hazardous materials, the
Supervisor shall immediately evaluate the risks to the environment and/or persons present
at the Site. All spills will be contained with the surrounding dirt and/or the spill absorbing
material on Site provided for such purposes. The Supervisor (as defined in paragraph
IV.A.I. below) and each hazardous material trained worker shall determine whether or not
a higher level of PPE shall be used in the clean-up and containment of the hazardous
material, and direct all other personnel to stay clear of the area. If the hazardous material
is known, the Supervisor shall consult the Material Safety Data Sheet and dispose of the
material as required by law. If the material is unknown, the material shall be placed in
HMHA#I(or HMHA#2 if appropriate)(as defined below)for eventual testing and disposal.
(b) Proper clean-up or disposal of PPE used shall be performed as per
the directions of the Supervisor.
` 3. Eire.:
(a) In case of fire, the Supervisor shall immediately direct all on-Site
personnel to leave the Site and to proceed to an upwind staging area. A local fire
department shall be contacted and informed that hazardous materials may be involved and
that positive pressure breathing apparatus will be necessary. Such local fire agency shall
also be provided with the Material Safety Date Sheet contained in Exhibit "B". If the fire
is small and discreet, the Supervisor may decide to attempt to extinguish the fire with on-
site personnel and materials. In that event, the Supervisor shall decide what PPE is
appropriate and what extinguishing agent shall be used (after consulting the appropriate
Materials Safety Data Sheet). Five (5) extinguishers shall be kept on site. The Supervisor
shall also notify any other downwind personnel, including personnel on adjoining
landowner's property of the potential risks of the fire and its resulting smoke.
9
