Ripon Farm Service, LLC <br /> 3705 Portsmouth Circle North PO Box 806 <br /> Stockton, CA 95219-3842 Ripon, CA 95366-0806 <br /> REQUEST FOR WELL DESTRUCTION AND SITE INVESTIGATION, RIPON FARM <br /> SERVICE, 938 FRONTAGE ROAD, RIPON, SAN JOAQUIN COUNTY <br /> Between about 1960 and continuing at present time, a fertilizer formulation and distribution <br /> company has operated at this site at 938 Frontage Road. Prior to July 1999, the business and <br /> the westernmost two parcels of land (about 3.5 acres) was owned and operated by Ripon <br /> Farm Service Inc. The eastern parcel of land (about 1.5 acres) had been in agricultural <br /> production until 1980, when it was leased to Ripon Farm Service Inc. In 1999, the owner of <br /> Ripon Farm Service Inc. sold the business and leased the land to the current operator, Ripon <br /> Farm Service LLC, while retaining ownership of the western 3.5 acres as RF Land Inc. Ripon <br /> Farm Service LLC assumed the lease on the eastern parcel. <br /> On-Site Water Supply Wells <br /> Near the formulation areas, shallow groundwater contains concentrations of nitrate (as <br /> nitrogen) between 100 and 200 mg/I. The on-site production well at 938 Frontage Road was <br /> installed in 1974 to a depth of 196 feet below ground surface and is located near the <br /> formulation areas. Water quality data from this well shows the concentration of nitrate (as <br /> nitrogen) varies between about 10 mg/I and 100 mg/I. The upper range of nitrate <br /> concentrations observed in the production well approximate the concentrations of nitrate found <br /> in the overlying shallow groundwater. Therefore, Central Valley Regional Water Quality <br /> Control Board (Regional Water Board) staff believe that this well is not properly sealed and <br /> needs to be destroyed. <br /> The agricultural well located on the eastern portion of the site is not currently in use and there <br /> is no information regarding its construction, depth, or screen intervals. This well will need to <br /> be destroyed, unless Ripon Farm Service LLC can provide construction information which <br /> indicates it is not providing a mechanism for pollution to migrate to deeper aquifer levels. <br /> An alternate source of drinking water is available from the City of Ripon municipal water <br /> supply. Preparations to connect to a municipal water supply have already begun, since the <br /> connection fees have been paid, as reported by Mr. Kevin Werner, City of Ripon Engineer, in <br /> a 15 May 2008 meeting. Alternatively, a new on-site water supply well could be installed at <br /> the Ripon Farm Service facility. <br /> By 30 June 2008, RF Land and Ripon Farm Service LLC need to provide a schedule for <br /> events leading to the destruction of the production supply well and the destruction of the <br /> agricultural well, unless Ripon Farm Service LLC can demonstrate that the agricultural well is <br /> not providing a path for pollutants to migrate to lower aquifers. The production well must be <br /> destroyed by 30 December 2008.
