Mr. Allan Fetters, Mr. Bud -iOuden - 2 - 28 May 2008 <br /> obtain an alternate water supply, a delivery date for a Well Destruction Work Plan, and a <br /> target date for well destruction. <br /> On-site Nitrogen Characterization <br /> Pursuant to Regional Water Board staff's 20 November 2007 letter request, RF Land Inc. <br /> conducted a shallow soil investigation at the site and the results are reported in the 25 March <br /> 2008 Soil Sampling Report prepared by Genesis Engineering & Redevelopment. The <br /> objective of the shallow investigation was to refine sampling locations for investigation into the <br /> deeper subsurface. The results show that in general, shallow nitrogen contamination is found <br /> in the liquid fertilizer handling, storage, and runoff control areas. Additional characterization is <br /> needed to determine the depth of pollutants and the breadth of their extent. <br /> Therefore, RF Land and Ripon Farm Service LLC need additional site characterization to <br /> evaluate the lateral and vertical extent of nitrate pollution in soil and groundwater. The soil <br /> sampling data show that areas of concern include the bulk fertilizer storage area, the batch <br /> plant, sump areas and the eastern property. <br /> The investigation should include borings, boring logs, soil and groundwater samples to provide <br /> a profile of nitrogen in soil and groundwater from the soil surface at least to the elevation of <br /> the base of the on-site water supply well. The work should be scheduled to occur during the <br /> fall, in between the end of Ripon Farm Service LLC's busy season and before winter rains. <br /> Therefore, the work plan should be delivered to Regional Water Board staff by 30 July 2008. <br /> Summary <br /> • By 30 June 2008, provide a schedule for events that will lead to the destruction of the on- <br /> site water supply wells by 30 December 2008. <br /> • By 30 July 2008, provide a work plan for subsurface investigation to characterize lateral <br /> and vertical extent of nitrate in soil and groundwater at the facility.
