STATE OF CALIFORNIA—THE RESOURCES AGENCY GEORGE DEUKMEJIAN, Governor
DEPARTMENT OF CONSERVATION
DIVISION OF ADMINISTRATION
DIVISION OF MINES AND GEOLOGY e
DIVISION OF OIL AND GAS
1416 Ninth Street
SACRAMENTO, CA 95814
(916) 322-5873
NOV 0 3 1987 RECEIVED
Mr. Bill Factor "V C, 1997
San Joaquin County "AN JOAQUIN COUNTY
Planning Department
1810 East Hazelton rLANNING D11/[SO
Stockton, CA 95205
Dear Mr. Factor:
Subject: Preapplication for a Williamson Act Cancellation
Application No. GP-88-15 ZR-88-12 WC-88-3 and General
Plan Amendment.
The Department of Conservation is responsible for monitoring
farmland conversion on a statewide basis. The Department also
administers the California Land Conservation (Williamson) Act.
We have reviewed the County of San Joaquin' s Preapplication for
the project referenced above and have noted that the proposal may
involve the conversion of valuable farmland. The Department,
therefore, offers the following comments.
The proposal would involve cancelling a Williamson Act contract
on one parcel totaling 62 . 16 acres. The land is situated on the
west side of Corral Hollow Road between Grantline Road and
Eleventh Street. Development of the property for low, medium and
high density residential uses is proposed.
The California Environnmental Quality Act, Section 15317 states
that a project which would result in the cancellation of a
Williamson Act contract is not included under categorical
exemption and will be an action subject to the California
Environmental Quality Act process. Therefore, the Department
recommends that an Environmental Impact Report (EIR) be prepared
which contains the following information to ensure the adequate
assessment of the project' s impacts in these areas.
o The agricultural character of the area covered by the
project and of nearby or surrounding lands which may be
affected by the conversion.
- Identify agricultural preserves, the number of acres of
land, type of land, (i. e. prime/non-prime) and
location.
- Types and relative yields of crops grown.
Agricultural potential, based on the U. S. Department
of Agriculture' s Land Capability Classifications.
