If the <br /> hydrocarbon-bearing soil is not effectively removed from the existing tank cavity during tank <br /> replacement, the San Joaquin Public Health Services {SJPHS} will require a Letter of <br /> Commitment from ARCO specifying dates of submittal for a Soil Contamination Workplan <br /> and a Soil Remediation Proposal (or a Preliminary Report if ground water has been <br /> affected)before authorizing installation of underground-forage tanks in a new tank cavity. <br /> In addition,the SJPHS will require a Soil Excavation Workplan before authorizing removal <br /> of hydrocarbon-bearing soil from the interval deeper than 4 feet beloS'.' the base of the <br /> existing tank cavity. <br /> According to verbal communications between personnel of the SJPHS and Applied <br /> GeoSystems, the SJPHS will authorize installation of the tanks in the proposed tank cavity <br /> is in place and hydrocarbon-bearing soil is effectively <br /> providing the Letter of Comm; <br /> removed. If detectable concentrations of hydrocarbons are present in soil at the limits of <br /> the proposed cavity, the SJPHS may authorize installation of underground storage tanks <br /> after receiving the Letter of Commitment and reviewing results of laboratory analyses. <br /> We recommend that a copy of this report be forwarded to Ms. Laurie Cotulla of the <br /> Environmental Health Division of the San Joaquin Public Health Services .
