Advance <br /> •GeoEnvironmental , Inc . f <br /> 27 March 2009 <br /> AGE-NC Project No. 08- 1607 <br /> Mr. Frank Girardi <br /> San Joaquin County Environmental Health Department <br /> 600 East Main Street <br /> Stockton, California 95202-3029 <br /> Subject: Quarterly Status Report - First Quarter 2009 <br /> CANEPA'S CAR WASH <br /> 6230 Pacific Avenue, Stockton, California <br /> Dear Mr. Girardi: <br /> At the request of Mr. Jeff Canepa of Canepa' s Car Wash (Canepa's), Advanced GeoEnvironmental, <br /> Inc. (AGE) reports that no environmental work was performed at 6230 Pacific Avenue, Stockton, <br /> California (site) during the first quarter of calendar year 2009. <br /> Currently, Canepa 's is awaiting California Regional Water Quality Control Board - Central Valley <br /> Region (Regional Board) and San Joaquin County Environmental Health Department (SJCEHD) <br /> determination of a suspected second unauthorized release at the site. The following letters and <br /> comments are applicable: <br /> • In the AGE-prepared Quarterly Monitoring Report - Second Quarter 2008 dated 22 August <br /> 2008, AGE recommended the performance of petroleum fuel fingerprinting analysis and <br /> chromatagraphic evaluation to determine the source(s) of the petroleum impact to the ground <br /> water at the site. <br /> • SJCEHD responded with a letter dated 01 December 2008 and stated that their disagreement <br /> with AGE' s proposal to provide fuel fingerprinting analysis. Additionally, SJCEHD required <br /> the submission of feasibility study for additional remediation and a workplan for additional <br /> assessment. <br /> • AGE-prepared letter Evaluation of Analytical Data dated 22 December 2008 to SJCEHD in <br /> which AGE provided a third party evaluation from Friedman & Bmya, Inc. , Environmental <br /> Chemists (F & B) of Seattle, Washington, of laboratory analytical data collected from the site. <br /> It was F & B ' s determination that based upon the analytical data evaluated, a second release <br /> must have occurred. <br /> • SJCEHD (Mr. Nuel Henderson) responded in a telephone conversation to AGE (Mr. William <br /> Little) stating that SJCEHD was not qualified to make a determination on F&B ' s evaluation <br /> of a second release at the site and directed AGE to submit the data to the Regional Board. <br /> • On 3l December 2008, AGE readdressed their letter dated 22 December 2008 to the Regional <br /> S ' Shwa lzoal, SIocktrrn, C;itifvrnia <br /> I olephona (2(M 467- I006 P'Lic (2L9) 'd57- Illy <br />
