(Condor) the San Joaquin County <br /> Environmental Health Department (EHD) held a meeting at the EHD office at 600 Main Street, <br /> Stockton CA on January 15m 2008 to discuss the Canepa' s Car Wash sites at 248 E. Park Street, <br /> Stockton, CA, and at 6230 Pacific Avenue, Stockton, CA. Attending the meeting with you were Jeff <br /> Canepa, and Paul Canepa representing Canepa ' s Car Wash; Ron Skaggs, Don Kresse from Condor <br /> Earth Technologies; Margaret Lagorio, Nuel Henderson, Frank Girardi representing the EHD; and Jim <br /> Barton representing the Central Valley Regional Water Quality Control Board (CVRWQCB). The <br /> following is a synopsis of the status and/or site specific discussions at the meeting. <br /> 6230 Pacific Ave, Stockton. <br /> According to Condor, reimbursement funds from the underground storage tank (UST) clean up fund has <br /> been nearly depleted. Condor anticipates that the UST Cleanup Fund reimbursement is projected to be <br /> depleted in June 2008 under the current system. Condor presented options to reduce the expense of <br /> remediation, including continuing "as is". As of August 31 , 2007, the ground water extraction (GWE) <br /> pump and treat system has removed approximately 73 pounds of gasoline during the third quarter 2007 <br /> (approximately 1 .25 pounds per day of operation) and 648 pounds of gasoline since the system first <br /> began operation in November 2004. The soil vapor extraction (SVE) system removed 92.9 pounds of <br /> gasoline during the third quarter and 10,973 pounds since the system was placed in service. The current <br /> system in place is still effectively removing contaminants. Condor estimated that approximately three <br /> quarters of the original contaminant mass has been removed so far. <br /> Options to modify the system were presented by Condor at the meeting including: 1) the addition of an <br /> extraction well to the remediation system 2) replacing the thermal burner with vapor phase carbon <br /> canisters for the air stripper, 3) down-sizing the system to enhance and monitor natural attenuation. <br /> Condor indicated that these options will require additional startup costs of $ 10,000.00 to $30,000.00 <br /> and will accelerate depletion of the reimbursement funds available. It was discussed that air sparging <br /> (AS) is not likely to be a suitable remediation technology for this site, but site conditions may allow for <br /> shallow sparging which may strip contaminants from the shallow, intensely impacted ground water. <br /> Improving operation and maintenance of the system was also discussed, including shutting off SVE <br /> wells not extracting contaminate vapor to help reduce costs of operation. Any changes to the system, <br /> including adding extraction well SVE-4 to the GWE system, will require a proposal from your <br /> consultant with the technical justifications and cost effectiveness evaluation. <br /> The EHD must require that adequate measures be taken to pursue site closure in accordance with state <br /> law regardless of availability of additional monies from the State Cleanup Fund .
