d
Canepa's Car Wash., Pacific Avenue
Meeting Agenda
Page 2 of
i
III. Where are we now?
A. Current remediation methods: soil vapor extraction (SVE) and groundwater pump
and treat.
B . Contaminant concentrations remain above low-risk designation.
1 . Highest monitoring well benzene concentration detected in July 2007: 9,350 µg/L.
2. Highest monitoring well MTBE concentration detected in July 2007: 2,640 µg&
3 . Highest SVE well MTBE concentration detected in July 2007: 120,000 µg/L.
C. Approximately 3 ,292,274 gallons of groundwater treated as of August 31 , 2007.
1 . According to EPA' s Remediation Technology Cost Compendium, Year 2000 (EPA
Compendium), the average total cost related to pump and treat groundwater systems
was $280/1 ,000 gallons of groundwater treated per year; this translates to a total of
$921 ,836 to treat the 3,292,274 gallons of groundwater at Canepa's Car Wash.
D. Approximately 648 .46 pounds of gasoline removed from groundwater by pump
and treat system as of August 31 , 2007.
E. Approximately 10,973 . 86 pounds of petroleum hydrocarbons removed from soil
by SVE system as of August 31 , 2007.
1 . According to the EPA Compendium, an SVE project for which BTEX and VOCs
were the primary contaminants averaged $50. 11/pound removed; this translates to a
total of $549,900 to remove the 10,973 .86 pounds of petroleum hydrocarbons at
Canepa's Car Wash.
F. Based on the EPA Compendium, expended remediation costs to treat the
groundwater and soil to date could likely total approximately $ 1 ,471 ,736 .
1 . Although nearly $1 ,200,000 has been reimbursed by the Fund to date, this amount
includes investigation (soil and groundwater investigation, sensitive receptor survey,
etc.) work in addition to active remediation as described in the EPA Compendium.
2. Costs vary widely based on contaminant concentrations, organic content,
permeability, and other factors. Costs directly attributable to the pump and treat
system and SVE system are significantly less than that estimated with the EPA
Compendium.
IV. Why are we concerned?
A. UST Cleanup Fund reimbursement cap will be reached soon.
B . The Fund has reimbursed $ 1 , 194, 163 . 16 to date.
C. Assuming reimbursement of current totals under Fund review, there is
$ 194,582 .37 left under the $ 1 .5-million cap.
CONDOR
