This pre-approval request provides <br /> Condor' s ongoing costs to provide continued monitoring for another four quarters. <br /> After nearly two years of successful operation, monitoring of the SVE system indicated that destruction <br /> efficiencies had dropped below the required4 San Joaquin Valley Air Pollution Control District <br /> (SJVAPCD) permit requirements. Based on the reduced volatile organic concentrations and reduced <br /> efficiencies, Condor is proposing a system evaluation and possible reconfiguration. In particular, Condor <br /> will evaluate different operating scenarios, such a pulsed operation, that may result in significant energy <br /> cost savings. This pre-approval request includes estimated costs for one year of S VE operation. <br /> Included with this request is a letter from the PHS/EHD directing restarting of the SVE. Please note that <br /> the letter from PHS/EHD also directs further investigation, for which we will be requesting pre-approval <br /> in subsequent correspondence. <br /> This pre-approval request includes the following items as attachments: <br /> 1 . Pre-Approval Request Form, <br /> 2, The PHS/EHD letter dated May 4, 2001 directing the site work, <br /> 3 . A Condor letter of May 14 asking for time extensions, <br /> 4. The PHS/F.HD letter dated May 18 granting the time extensions, and <br /> 5 .
